Missing map

I have the problem of missing map when connecting to the server!
I have no problem with the console code to download the map.
I can only download the maps at 3.30 am and enter the server.
My other friends have the same problem.
This missing map error occurs only when I want to enter a server other than the Iranian server.
Sometimes this error occurs when entering the Iranian server.
pls help me to fix missing map.

I turned off the firewall and tested it, but it didn't work. I turned it on, then I tested it again, but it still didn't solve the problem. I'm going crazy because of the missing map .
edit : I tried every method you can think of, but my problem was not solved.(vpn,proxy,dns changer & ...)

all my propblem in console
 
it means that fast file downloads are disabled on the server or downloads are disabled on the client in the settings

Yes, but this error is not always displayed for me download the map from there and put it in the clientmod download folder.
