Problem With DirectX

Hello,

I have been facing this error from many days.

Error

I tried different solutions but none of them worked.

1. Updated video driver to latest version.
2. Reinstalled directx.
3. Updated windows.

But all other games which require directx work fine on my system including CSS Steam Version.
Please help fix this issue.

The error text has been changed and verified on the exact same video chip. This may not be the exact same problem.

Sir, I downloaded it again from the website. There was no problem launching it, but there is lag- 15 fps, 200+ ping. Please help
